The Tax Department confirms that the national tax ran from 1980 and was withdrawn from January 1, 2017. Cyprus’s 2024 local-government reorganisation then changed which municipality or district body issues some of the remaining bills and, in some areas, the amount charged.
Everything here was verified against Cypriot primary sources on August 14, 2026. Euro figures carry rounded dollar equivalents at about US$1.15 per euro, the ECB reference rate in August 2026.
What exactly was abolished in 2017?
The abolished charge was the state’s annual Immovable Property Tax under Cap. 322. It was levied on Land Registry values and, in its final form, used bands reaching 1.9% on value above €3 million. The Tax Department records its withdrawal from January 1, 2017.
A statement that Cyprus abolished property tax is therefore accurate only when it refers to that national tax. The local charges below arise under different laws and continue to be billed.
Which annual property-related bills remain?
Owners may still receive a municipal property fee, a refuse charge and a sewerage bill, while apartment owners can also owe private common expenses.

The general valuation from the Department of Lands and Surveys, Cyprus’s Land Registry, remains the basis for several local charges.
Older guides often refer to 1980 values. Limassol’s district authority records the later valuation years used in sequence, including 2013, 2018 and 2021 values for the 2023 to 2026 bills. Current local charges should therefore be checked against the valuation year actually in use.
How much can the municipal property fee be?
A municipal council may levy an annual property fee of up to 0.05% of the Land Registry valuation. The law also states that the council’s total collection may not rise more than 10% year over year.
This is not a theoretical power. Limassol lists “Municipality Property Tax” among the charges collected at its cash desk. Nicosia’s council voted on its 2026 property fee in certified January minutes. Paphos extended its 2026 payment deadline to September 30, citing the statute’s late-payment article by number.
Late payment accrues interest, and non-payment more than 30 days after the due date is formally a criminal offense carrying a fine of up to €350, about US$400.
Councils do not always publish their adopted percentage clearly. Treat 0.05% as the maximum permitted by law and confirm the current rate with the municipality’s tax office.
What does the refuse charge cost?
Nicosia’s 2026 refuse fee is €187 a year for an apartment and €206 to €215 for a house, depending on plot size. That is about US$215 for an apartment and US$240 to US$250 for a house under the official schedule.
The schedule also provides discounts of 15% to 50% for qualifying pensioners, people with disabilities and large families, a 35% reduction for property proved uninhabited, installment payment and a 10% late surcharge. The law caps annual increases at 14% unless the property’s use or waste profile changes.
Other municipalities set their own schedules. The structure, a flat-ish fee by property type rather than a value percentage, is the pattern to expect.
Who sends the sewerage bill after the 2024 reform?
Since July 2024, the district’s local-government organization, known as the EOA, has generally issued the sewerage charge formerly handled by the old water and sewerage boards. Cyprus consolidated 30 municipalities and 63 communities into 20 municipalities and created five of these district organizations. The applicable rate depends on the area and property type.
Two districts publish real numbers. EOA Lemesos charges 2026 rates from about 0.035% for most residential property up to 0.092% for hotels and industry, based on 2021 Land Registry values, plus a usage fee of €0.64 (US$0.74) per cubic meter of water. EOA Larnaka publishes an area-by-area table: 0.076% combined for wastewater and rainwater on city homes, 0.132% for hotels and industry, and as little as 0.013% in small outlying former communities, plus €0.50 (US$0.58) per cubic meter.
There is no single Cyprus-wide sewerage rate. Each property falls within a row in the relevant EOA’s table, and rates are approved annually through central government and parliament. Confirm current Nicosia and Paphos figures locally rather than inferring them from Limassol or Larnaca.
Did the 2024 municipal mergers change local charges?
Yes, at least in some merged areas. Nicosia’s certified council minutes record a councilor’s statement that Engomi saw an 85% increase in the property fee, 14% in refuse charges and 88% in plot-clearing charges in 2025 as formerly separate rates were harmonized. The council then froze 2026 rates at 2025 levels.
No primary source cited here explains how the reported 85% increase interacts with the law’s 10% cap on total collection growth. It may reflect the first harmonization of rates across merged municipalities, but that remains an inference requiring specialist confirmation.
After a merger, do not rely on the rates charged by the former municipality. Confirm the current schedule.
What might the annual total look like?
A hypothetical apartment with a €300,000 Land Registry valuation produces an illustrated annual total of about €565, or US$650, before water usage and common charges. The calculation combines published fees with the statutory municipal ceiling:
- Municipal property fee at the legal maximum of 0.05%: €150 (about US$170), with real council rates typically below the cap.
- Sewerage at EOA Larnaka’s actual residential rate of 0.076%: €228 (about US$260), plus the metered usage fee.
- Refuse at Nicosia’s actual apartment rate: €187 (about US$215).
Illustrative total: roughly €565 (about US$650) a year, before water usage, discounts, and your building’s common charges, which are a private budget your management committee sets and no article can quote.
Replace each input with the municipality’s adopted rate, the relevant district row and the property’s Land Registry valuation. The illustration shows that the surviving charges can be modest without being zero.
Which one-time taxes are separate from the abolished national property tax?
Transfer fees, VAT on a new build and capital gains tax on sale are separate from the annual local charges.
Transfer fees are paid once at the Land Registry. The legal scale uses 3%, 5% and 8% bands, with thresholds at €85,000 and €170,000 (about US$98,000 and US$196,000). No transfer fee is charged when VAT was paid on the same purchase, and a continuing 50% reduction applies in many other cases.
VAT on new builds: 19% standard, 5% reduced for a main and permanent residence with approval. The 19-versus-5 question moves bills by tens of thousands.
Capital gains tax at exit: a flat 20% on Cyprus property gains regardless of your residence, with exemptions and a lifetime allowance.

What should an owner confirm?
Confirm four property-specific figures before relying on an annual-cost estimate:
- Your municipality’s current adopted property-fee rate. Not the ceiling, not the old pre-merger rate.
- Your district EOA’s current table row for your exact area and property type.
- Your building committee’s budget, if you’re buying into shared premises.
- Your property’s actual Land Registry valuation, which drives two of the three public charges.
Keep every receipt with the property file so current payment can be demonstrated when the property is later sold.
