The applicable tax depends on the property’s location and use. Land outside a town pays annual land tax on its unimproved value. Property inside a town pays council rates, with different bases for occupied and unoccupied property. Rental income is subject to a separate 3% business tax on receipts.

The calculation can change if a property is classified incorrectly, if a parcel exceeds 300 acres or if annual tax is confused with the one-time stamp duty. The sections below keep those costs separate.

Everything here was verified against Belize statutes on August 14, 2026. All BZ$ figures convert to US dollars by simply halving: the Central Bank of Belize has fixed BZ$2.00 = US$1.00 since May 1976.

Which “property tax” applies to your parcel?

The town boundary determines whether a property pays rural land tax or town property rates. Belize’s two recurring property-tax statutes apply by location:

Most jungle acreage, farmland and beach land sits outside town boundaries, so rural buyers usually deal with the Lands and Surveys Department rather than a council.

Ambergris Caye is divided. Property inside San Pedro Town is billed by the San Pedro Town Council, which keeps the revenue. The rest of the caye, together with Caye Caulker, uses a similar calculation but directs the revenue to central government. The address determines which office handles the bill.

How is the bill actually calculated?

Belize uses different tax bases for rural land, occupied town property, unoccupied town property, Belmopan and Belize City. A rate from another property may therefore be misleading.

  • Rural land tax is charged on unimproved value: the land priced as if your house, pool, and landscaping did not exist. That’s why building on rural land does not raise this bill.
  • Town rates, unoccupied property: assessed on open-market value, with the law allowing a maximum rate of 2% a year.
  • Town rates, occupied property: assessed on annual value, the yearly rent it might reasonably fetch, at a ceiling of 12.5%.
  • Belmopan and Belize City have their own bespoke formulas in the same Act: site value capped at 5% for the capital, market value capped at 2% for Belize City.

These are statutory ceilings. Councils set the current rate in their own rate books, so the figures below should not be treated as confirmation of a live local rate.

Does an unoccupied property pay less tax?

Not necessarily. An occupied property can have a lower bill because it is taxed on annual rental value rather than capital value.

Cap. 65’s definition says unoccupied “shall not include property temporarily untenanted or from which the owner or occupier is temporarily absent.” A furnished seasonal second home may therefore remain occupied for tax purposes even when the owner uses it for only part of the year.

The occupied classification may also produce a lower bill because the base changes from capital value to notional annual rent.

Consider a San Pedro illustration using statutory ceilings and assumed values. A vacant beachfront lot assessed at BZ$150,000 (US$75,000) produces BZ$3,000, about US$1,500 a year, at the 2% ceiling. If a home is built and the property is classified as occupied, a notional annual rent of BZ$9,000 (US$4,500) produces BZ$1,125, about US$560 a year, at 12.5%.

On these assumptions, the occupied home pays less than half the vacant lot’s bill even though its stated rate is higher, because the tax base changed. This does not mean occupied property is always cheaper. Confirm the council’s classification, valuation and current rate for the individual property.

What does rural land actually pay?

Belize’s government investment agency publishes a rural land-tax rate of 1% of unimproved value, but buyers should confirm the current rate before relying on it. Section 22 of the Land Tax Act leaves the rate to ministerial regulation, so the agency’s published guidance is useful for planning but not a substitute for a current assessment.

The government’s investment agency, BELTRAIDE, publishes a rate of 1% of unimproved value. Confirm the current rate with the Lands Department because the ministerial regulation setting it was not available on the department’s public portal.

At that rate, a rural Cayo lot with BZ$40,000 (US$20,000) of unimproved value pays BZ$400, about US$200 a year, above the Act’s BZ$5 minimum.

What happens when a parcel exceeds 300 acres?

Agricultural, suburban or beach parcels exceeding 300 acres can incur an additional annual tax of 5% of unimproved value. The Land Tax Act provides exemptions for qualifying improvements, agricultural use, eco-tourism land and leased national land. It also addresses subdivision intended only to avoid the tax.

Anyone considering a large undeveloped parcel should calculate the potential tax and verify whether an exemption applies before signing.

When do you pay, and what happens if you don’t?

Both recurring taxes fall due on April 1 each year, while town rates may be paid in four equal installments. The town installments fall in April, July, October and January; missing the schedule can accelerate the full year’s balance.

Billing practice varies by council. Belize City Council’s 2026 program offered early-payment discounts from 15% by January 31 to 5% by March 31, together with a 35% senior discount on one owner-occupied property. San Pedro’s published materials show no equivalent, so confirm discounts with the relevant council.

Both regimes add 1% per month to arrears. Unpaid tax also becomes a first charge on the land, ranking ahead of other debts and ultimately enforceable through a court-ordered public auction.

For rural land, the Land Tax Act requires a tax-clearance certificate from the Commissioner of Lands and Surveys before the property can be transferred. Unpaid land tax can therefore prevent the sale from being completed.

The Act does not state an equivalent certificate requirement for town property, but the debt follows the land and a new owner must notify the council in writing within 30 days. In either case, obtain proof that the tax account is current before closing.

Which Belize property charges are not annual property tax?

Stamp duty and the 3% business tax on rent are separate from the annual ownership taxes described above.

The stamp duty is a one-time transfer tax, not annual. Under section 72 of the Stamp Duties Act, current through the January 2025 amendments, the first BZ$20,000 (US$10,000) of value is exempt, and the buyer pays 5% on the excess if Belizean (or a Belizean-controlled company, or qualifying CARICOM national) and 8% otherwise.

The exemption is BZ$20,000, equivalent to US$10,000, and the statute contains no special land-transfer rate for an international business company. The full closing-cost explanation is in buying property in Belize.

The 3% business tax on rents taxes your gross rental receipts monthly, entirely separate from ownership taxes, with a narrow exemption below BZ$800 a month where rent is the taxpayer’s only livelihood. If you plan to rent your Belize property out, that 3% off the top belongs in your model alongside, not instead of, the annual property tax.

What should you verify before relying on a Belize tax estimate?

Five confirmations are needed before the illustrations in this article can be applied to an actual property:

  1. Which side of a town boundary the parcel sits on. The map, not the marketing, decides.
  2. The relevant council’s current rate book, since our figures are statutory ceilings.
  3. How the council classifies your property’s occupancy.
  4. The land-tax clearance certificate at closing, for rural purchases.
  5. For company or trust ownership, obtain professional advice because neither Act’s text establishes a distinct corporate formula.

A Belize attorney and the relevant tax office can confirm these points. The result should be recorded with the closing and annual tax files.
